Car not going into cold start won't idle untill it warms now.

No code off pin 4 for the LH but have a code 2 off 7. At one point I had a surging idle at times when it warmed but that stopped when i installed a 92 LH with WOT. I installed the LH cleared codes then let the system take a set by leaving the ignition on and letting the ETA cycle through until it stopped clicking. Since the surging idle once the car warms has not returned however it goes nuts on a cool start until it warms like it is not going into the cold start at all. Drive the car until temp get off the peg and it straightens up.
I have replaced the upper harness , ETA, caps, rotors, plugs, cleaned the MAF ect.
Suspect I may have a bad CC/ISC module as this is a non ASR car. However cruse functions as it should so?? Is there anything else I should be looking at other than a vacuum leak? Ran every line sprayed carb cleaner at ever junction ect if there is a vacuum leak I can't find it so?? Wonder if this is one where I need to find a way to hook her up and get some real time data to solve this?
PS the cold hold trans thing has vanished so far after the LH swap so??
Crappy cell phone video only does this at a dead cold start so best I could do for now. Next time I will remember to turn my phone and shut the radio off !
