Upshifting Too Soon at Reduced Speed and Throttle

My transmission up-shifts fine when starting from a stop light with an appropriate amount of throttle and accelerating to say 45 MPH, but if I’m driving at less than 15 MPH in a parking lot using a commensurate (reduced) amount of throttle to keep the speed at 15 it will shift to third and fourth gear within a few hundred feet. Is there something that should keep it from doing this? If the parking lot slopes downhill and I’m braking to keep the speed at 15 it will always end up in fourth gear. Is there any speed input into whatever controls the shift points? Thoughts are appreciated.
