400E Please help identify part

That is the spring for the ETA (throttle body) connector, which twists to lock/unlock and has a button to release it. There is normally a plastic cover over this, but the cover is not sold separately. Nothing you can do to fix it, although if you have the ETA replaced/rebuilt the new one will have the cover.
