How do you know the ownership changes in France. Is that some public directory?

As first registration was in Switzerland, I'm not sure that you can be certain that there was no ownership change in Switzerland between 1994 and 2006. It is not tracked in the documents.

I had never seen such function/directory before either - and nor I know if this kind of track keeping is related to a public entity in France (since I live in Germany).

To my understanding the TÜV and other accredited organizations register the km at each HU. What I don't know under what conditions you can get a report. I.e. if you can demand it or only authorities in case of fraud.

Yes, it gives the changes of ownership , but not their names, kilometers recorded at the "controle technique" (inspections) , & whether the car has been wrecked. If it has been recorded as severely wrecked, it cannot be repaired & driven in France. But that does not stop it being repaired in Poland/Romania.....
