95 s500 coupe antenna/phone not working

Hello, I am currently trying to restore my 95 s500 coupe and my antenna doesn't work. my phone in the console does not power up too. Previous owner hack the car radio wiring with aftermarket radio by twisting the wires and putting electrical tape over it. I recently found out that previous owner cut the factory black/grey/red wire off(i believe is the 12v switched wire) and tape it off and used another 12v wire pigtailed color black/yellow stripe to connect to the 12v switched wire for radio. So I decided to factory restore the wire where it should of came from and delete the pigtailed crap and the radio works(was working before too) so I don't understand why the previous owner pigtailed that wire when the factory wire work.

I heard on the 95 year, my antenna only works when phone is on and actually have no relation to the radio which makes sense with the rear bumper antenna. I know the phone doesn't work anymore but I like to still have it powered on and hopefully antenna raises up and down. All fuses are good. What would be the next possible step?
