Hmm, I think you need to do more research on California laws regarding license plates.
As for the site you listed. Read a further bit down on the front page.
"DISCLAIMER: NOT for DMV use - except where noted specifically
- for fun and entertainment ONLY!"
I realize they also posted this statement;
MAJOR ANNOUNCEMENT!!
The California DMV has finally acknowedged us and is allowing us to make 100% legal replacement license plates! As of March 1st, 2008 we will be able to recreate an old California license plate using the exact font the State of California uses on their plates ... under the following conditions:
you must have legal owner rights to the plate you wish to duplicate - or you may duplicate a cleared plate after receiving a clean clearance from the DMV. This applies to our fiberglass reenforced plates as well as our .30 gage metal plates.
Pay attention to the bolded section of that statement. California laws only allow you to use old style plates on 1969 or older vehicles AND you have to pay a fee and have clearance from the DMV to use the plates. I don't find any DMV law that says they are allowing any company to make plates for use on "road licensed cars", but assuming they have, your still out of luck on using any plate other than what the DMV issues you.
The plate on the Audi is old style California black plate, which are still legal to use on a car built within that period the plate was issued (you need to pay a DMV fee). Its not legal for that Audi to use that black plate.
States don't allow you to change colors on the plate. Normally, you have a selection of custom plates you can get from the DMV and ONLY the DMV.

Sounds to me by reading this next law, that that Audi owner is asking for a ticket by using that black plate
