2 quick questions about Viscious fan (and clutch)

1. Is the viscious fan supposed to turn on right away and stay on with a cold engine start?
2. When engine is off, is the fan supposed to have a free spin? Mine spins by hand, but has some resistance and is not a free spin.

1) Yes, but after a minute or so, it should disengage as the fluid moves between internal chambers.
2) There should be some resistance with the engine off, warm or cold, not freely spinning.
