Blows warm air even if should cold

Hi guys,
I've noticed that my car blows warm air even if I set up low temp (as at the picture). Any ideas what is wrong?

In my case, a new monovalve (heater control valve) fixed a similar problem. There are 2 versions of it (earlier and later; separation is by VIN and not model year). Use your VIN to determine which one your car has. Here is a "how-to". Although specifically for later version of the monovalve, it's practically the same for both:
