Can anyone verify this is TDC? Content online and service manuals mention an arrow; however, my motor does not have an arrow, but rather a circle.

I have made markings on the chain, and they do line up, but only when the intake cam is in the advance position, not when it is fully turned
counterclockwise. I'm thinking this was done by a previous mechanic replacing the head gasket, and it would make sense since the car would run like piss whenever I gave it any gas.
 
Ignore the circle, the TDC indicator is a small ear to the left of the circle. See sketch from the FSM. With the crank at the TDC mark you use a small Allen key or drill bit inserted into the hole on the backside of each cam sprocket. If the pins lay flat on the cylinder head deck the engine is in time. Since the cams turn 1/2 a revolution for a full revolution of the crank make sure the first cam lobes are pointing upwards towards the center of the engine when checking timing.

By the way, when setting timing the cam adjuster is set to fully retarded position which is clockwise facing the engine until the stop. This is explained in the FSM.
