Foam between front fender and body

I noticed that on right hand side my car doesn't have something that looks like a sponge to me. Here is a picture from the left fender well:

Not the best picture but it gives you an idea what I'm talking about. I did a little research in EPC and found that (most probably) part number is 1246285998, picture below:

What is this for? Does it serve any special purpose? When I see a sponge like material tucked somewhere like this place all I can think of is a moisture trap... But I may be wrong and it may serve a special purpose? Any thoughts?
 
I'm not sure about the foam/sponge, but you do have plastic fender liners... correct? And you removed the liner to take that first photo?

Sure I have liners :thumbsup2: but they are removed now. This foam thing is not something that would cause insomnia but I was just curious what purpose it serves. New part is still available and affordable but just need to know how it works...
