Front passenger wiring gremlins

Folks,

I am slowly restoring 1995 W140 S500 and hoping to catch some of your wisdom. My passenger head rest wouldn't go up or down so I am trying to troubleshoot. At first I thought it was the switch but when I operate it I hear a click somewhere in the dash but nothing happens. The same click happens with use any other seat adjustment on the door and it also works. This lead me to the seat itself, I took off the back panel trying to reach the motor.

It isn't clear to me how to take the motor out but I thought I should test the power going to the motor first. When switched is depressed, click happens and only 0.3V goes to the motor. Same voltage, regardless of up or down.

If I apply 12V directly to the motor, the headrest moves, reverse the polarity headrest moves down. Here is the crazy part, with the headrest the back of the seat is also moving up and down :(. Tried using the door switches to move the back of the seat up or down and it only moves up...

Is there a control module specific to passenger seat (driver's work fine)? or does anyone have a wiring diagram for seat controls and or location of this control module?

Attached is the picture of the motor and wires I was applying the 12v to
