Gas pedal doesn’t depress Kickdown switch

Even when I push the pedal extremely firmly into the floor, I cannot get the kickdown switch to click. I’ve tested it by hand and it does click when pushing on it directly, although it’s extremely stiff and takes a lot of force. Is it supposed to be very hard to compress or is it broken?
 
The switch should be very hard to press with your fingers. It's designed to require your foot to click it. After clicking, it should pop back out.

It pops back out properly but the issue is that the pedal does not engage the switch. When I floor the pedal, the switch will not click no matter how hard I press my foot down. It seems like something is not allowing the full pedal travel.
 
I had that happen On the C126. Remove carpet and be sure the switch h is properly seated in its cradle. If it is loose, the pedal pushes it to the side.
