The cowl drains at the outer edges of the bulkhead tend to get clogged with leaves and debris. I found a simple solution at the Japanese dollar-store "Daiso". Before installing the strainers, you should thoroughly clean out the drain pipes and make sure water flows through easily.
Here's what the strainers look like:

I trimmed the edges with some flush cutters, smoothed with sandpaper, and applied a few coats of Rustoleum flat black. This is the result:
This is the right side drain. The hole is quite large and allows for easy ingress of debris:
