where would one go to locate a 500 e bumper cover

Buy new, it's about the only option these days. Cost is around $1k from one of the discount dealers (Lionel at Gainesville, Tom at MBCC, etc). If you are replacing an existing bumper that is damaged, you're in luck, as you can re-use the existing impact strip, stainless steel "boomerang" trims, fog lights, etc. I'd recommend considering new fog lights while you're replacing the bumper though, they make a big difference in appearance.
