Why of why must I....guru quick question

Tracing down shorts and such in my '95 V140 M119- not dissimilar to the R129 same year. In pulling the fuse panel I saw something that I found curious. Two of the 30 amp pots are not fastened with a screw: pictures herein. Is this correct- no screws? I do not have WIS so am not sure what the p/n would be.

I'm not familiar with this chassis or fuse box, but from what it appears, those are unused terminals. So, nothing loose or missing, AFIACT.

Might be that is a single, long bus bar for +12v cables to attach to. The fused circuits are likely connected on the other side, or underneath, not visible in the photo.
