Windscreen Wiper Arm stuck in up position.

I let the petrol pump attendant do my windscreen cleaning following some heavy rain here in Oman. He lifted the blade clear of the screen and now it will not go down. I feel really feeble but having looked and pushed I cannot see how it goes back down. I know the answer is just push but that does not work.

I searched around and found the answer is "push harder than you would want to do" and wham it goes down.

Anyone had this? Is the push harder advice correct? I would like to hear any advice before I start taking screws out and springs off.

Yes, push hard. Maybe a little WD-40 or PB-Blaster could help convince it. Make sure you have a blade on the arm as the metal could easily crack the windshield if it retracts without any coushin against the glass. It couldn't hurt to put a towel down also.
 
OK..I put both hands on the arm and twisted it back towards the screen. It went down with some creaking but ok now.
