Yes, there should be a black plastic cover over it that seals it off from moisture, dust, etc.

Looks to me like it is a fuse for the factory mobular phone system.

If anyone can provide a part number it would be greatly appreciated.
The cover to the single fuse shown in your original photo has been NLA for many years. You might be able to locate one at a junkyard, but they are VERY hard to locate. I believe these were only used on certain 124 chassis between 92-95 USA model years?

Some are black plastic, some are clear plastic. I think early ones tend to be black, later are clear.

I have the same fuse on my Swiss-delivered 1993 500E without phone, which is also missing a cover, though..

Mine has a retrofitted CD-changer though, could it perhaps be a fuse dedicated for this?
 
There is a small possibility I have one of these laying around. I have been really bad lately for digging around for parts, but I think I know where this will be if I have it ..... give me a few minutes to go out to the bin and check.

I checked several bins where this piece would be, and unfortunately came up empty :( Sorry about that.

The delineation between the two types of fuse covers is dependent on how many fuses are present.

If there is a single blade fuse, then the clear cover is the correct type.

If there are two torpedo fuses side by side, then the black cover is the correct type.

Apologies if there has been any confusion on this.

It's best to just get the cover (whatever type you need) from a wrecking yard car. Any 1990 or later cars should have the appropriate type (facelift cars should use the black type).
 
Further clarification... there is a different fuse holder with 2 ceramic/plastic body "torpedo type" fuses. This should be present on all 034/036, I believe... the heated seat fuse is in here. Only a black plastic cover is present:

These are different holders for different fuses, compared to the single ATO/ATC blade-style fuse holder shown in post #6 with black cover, or post #10 with clear cover.

Further confusing things, here's a late-build 1992 500E which has TWO of the dual-torpedo holders, and zero ATO/ATC holders.

1992, 1993, and 1994 models each have slightly different fuse types and locations.... and, there are further differences between 034 and 036!

I believe all 1994 and 1995 may be identical (but, I haven't yet confirmed this).

Kinda weird that the car doesn't have a designation sheet for these "external" fuses. It's the same for the fuses tucked all the way in the back of the relay box; I had to search for a while to figure out that the fuse for the auxiliary heater was in there.
 
Ah this double torpedo fuse holder is present in a couple of cars and I have it my re-wired w123 including cover. I can do an print file for that.
 
The plastic cover (shown in post 6 + 10) for single ATO/ATC fuse holder is NLA... that's the one several people need, and is difficult to locate.

MB Classic shows NLA for 000-545-89-03:
