Andy, how is this different from the temps before installing the new water pump? In 50F ambients, it's normal for the car to reach 80C within a few minutes after a cold start, if you start driving immediately.

Also, did you install a new thermostat at the same time? What brand pump / t-stat were installed?

before it took about 20 min to reach 80 degrees and stayed pretty close to that no matter how hot it was outside.i know he put new coolant and thermostat but not sure what brand ,

If anything you want the temp to rise to full hot operating temp as soon as possible. Folks who let their cars idle for a long time to warm up have it ass backwards, this is the worst way to warm up an engine.

This sounds like a situation where your old thermostat was not working correctly -- lazy in terms of being exceedingly slow to warm up. Even in the coldest of ambient temperatures, the car's coolant temp should start rising within a couple of minutes of starting, and should be at the 80C mark or above within 10 minutes at the very most.

Gerry nailed it. Your old t-stat was bad. The engine normally should reach 80C in ~5 minutes or so. The old one taking 20 mins to reach operating temp was defective. 90C is also normal, nothing to worry about here. daantjie is also correct, don't idle the car to warm it up - wait maybe 30 seconds max after a cold start, and start driving. Just go easy on the gas until engine temp is near 80C.
