That's an OLD Oregon plate, with the light-green tree in the center. They updated that design many moons ago to more of a blu-ish background and a darker green tree.

I have some old, original Idaho license plates from the 1920-1925 era. Courtesy of my grandfather, who grew up on a farm in Fruitland, Idaho near Boise.
I was going to send one to the @gsxr to put on one of his 124s, but then he done and moved out of Idaho, so it was a moot point.

Yep, they were pretty quick to change the plates to the modified design. I remember first seeing them when I was at OSU in Corvallis, and I graduated in June 1990, so that makes sense. Definitely when I moved from California back to Oregon at the end of 1995, and re-licensed my cars, they were using the updated plate design.
My Oregon historic plate I had on my 300SEL 6.3 was still of the old "yellow" design, as well as my motorcycle plate was same. Washington updated their plates from the old white plate with green lettering to the "Mount Rainier" plate some years before Oregon did.
I don't have too many plates on my garage wall, but a few relics from my first cars, my VW GTI, etc. and custom plates I had along the way. I have a stock of various plates in my basement that is about two feet high, but have never bothered to mount them.
